With the advent of Unity 2020, you can no longer use asset store instead you have to use the Package Manager for downloading an asset. Remember unity asset store online website is available all the time and you have to open the asset from its website to unity software. You can find your downloaded asset store packages in your PC at this location:
For Windows
User > AppData > Roaming > Unity > Asset Store-5.x
For Mac
User > Library > Unity > Asset Store-5.x
Once you downloaded the asset in unity you can find the package in the above location and no need to redownload again. Obviously for the latest version of the package you have to redownload the package.
